Yes, I think so. We can measure amounts of information statistically, but significance of information depends entirely on relationships between sender and receiver. Entropy, as a global phenomenon of disorder, only increases, but significance, as a specific, local phenomenon of order and significance can also increase. Living systems, including us humans, seem to be examples of that.
