Yes, it’s the difference between science and history. Science describes what can happen; history describes what has happened. When it comes to the history of the entire universe, we seem to get confused about that, thinking science should be able to explain it all, and forgetting that it’s history, not science.
It’s similar but simpler with chess. There’s no randomness in the rules of chess, and the number of possible games is potentially unbounded, but only a finite number of games have ever been played. That’s the history.
