Your predictions seem depressingly likely. Working democracy depends on effective, universal public education. But many systems of public education have been in long decline, and clever or ignorant politicians have been able to motivate and activate (other) ignorant people to self-destructive behavior.

I think it used to be the case that many ignorant people chose not to vote at all, but prominent TV commentators and individuals on social media have stoked their fears enough to change that.
